Who made this rear sight? USGI?

Can anyone tell me who made this rear sight? I am thinking it is for a 1911 (not 1911A1) as it has a U notch. I have this posted on another 1911 site, but after 116 views I haven't gotten an answer. I thought it might be Remington UMC because of the R in a circle but I have no idea-it was in a batch of 1911 parts I purchased.

I've not observed that mark on USGI sights before. Argentina had similar marks for acceptance and/or inspection.
