That's another one where I'll have to rely on rumor and someone like Hawkmoon can drop some science on us. I've also heard a DIY gun is for hobby/range only. The reasoning I understand is that any of the non-factory equipment allows the prosecution to portray you in a very negative light as some sort of crazed lunatic out for blood.
On the handload HPs, that's exactly what I was thinking. You may not get exactly the same terminal ballistics, but if you can match weight, speed and bullet profile as closely as possible, you ought to have something approximating what you'll be carrying. The added bonus over ball ammo being that you can check for feeding reliability, too.
I suppose a stockpile of HP might come in handy for what the preppers call "Without Rule of Law" scenarios (I think I got that close at least). Not exactly zombies, but if it's Mad Max in your neighborhood you can probably carry whatever you well please.
