In the 1980's the police department where I was employed authorized most Colt "O Frame" pistols for optional carry for both uniformed and plain clothes officers. The Gold Cup and all commemorative models were excluded at that time. The explanation was that the Gold Cup is a target pistol so the tolerances are tight. The commemorative models were ones they figured nobody would ever fire so the tolerances were too loose. Hence, the thinking was that reliability could be a factor. So we were restricted to the Government Model, Combat Commander and Commander. Given the circumstances of us being given this option you can probably guess that not even one person complained so the matter was never challenged. Later we all had to switch to the "series 80" when that model became available. Below is how my 1991A1 looked when I retired.
