Need help to identify a holster

This has no maker name and has dark brown leather holster but black leather shoulder rig harness. Could be used either for shoulder or belt carry. I ask because it came to me with a WW1 era Colt Governent pistol and it has verdigris on the snaps indicating it is old but does not appear to have been used. Not knowing much about older holsters I can't tell if it's a cheap no-name or something significant. Any ideas?

    Thanks,
    Mike

Looks like a common "$6.00" belt holster on a separate shoulder harness.
I think "cheap no-name" is pretty close.
