My guide rod is a smidge to long to rotate the bushing. Is this by design? It means I have to have the paper clip thingy to take it apart.

Yes, that is by design. That's why they made provision for the paper clip thingie.

Do you have a whole in the guide rod? For the paper clip thing? ya can always order a dawson tools less guide rod or have it turned down by someone who does Tool and Die work
Shortened it 0.010" with a sanding disk. No more paper clip thingy. Bad design.
