What size tap would I need to use in order to cut the threads on an untapped lower frame for the grip bushings?

You need a .236"-60 tap. Brownell's has them.

Be sure to use fixturing to cut the threads. There is not a lot of metal there.
Tap in drill press chuck and turn by hand, or a small tap holder are fine. Be sure you are perpendicular to the surface.
