GI barrel ?

I bought a FLannery barrel that looks brand new and a good sharp bore. It has a spot on the bottom near the end of the bore that is neatly machined out or stamped in. It looks like a lighting cut that you would find on a sks rifle bolt. Inside the barrel it has a bump where this spot is on the outside. The bump is not that bad. Has anyone ever seen this? It looks to have been done before bluing. Thanks

I bought a Flannery barrel that looks new and is blued. It has a machined or stamped out spot that is neatly done and it looks like a lighting cut on a sks rifle bolt. Inside the barrel you can see a slight bump where the spot is on the outside. It is about a half inch from the end of the bore. Has anyone seen anything like this. Would it be safe to shoot?
