Help Commander year Mfg

I have a Commander Lw and need to find out the year it was made.Seriel number is CLW016xxx. I looked at the proof house site and could not find numbers starting out Clw0xxxx. The numbers have (00xxx). There are none in my range with just one zero as the first digit.All the digits start 00.Please help. I think it was made before 1970. B
