Can paint be applied over parkerizing and if so what are the possible appearance outcomes...?

There is a finish called Gunkote that can be applied over parkerizing (in fact, I understand it adheres best to a thoroughly clean and degreased Park'd pistol). This comes in a wide variety of finishes (I've even seen pink and purple, although camo tones are probably the ones you'll see most often).

How do you get the park dark black as this is my intent.

Gunkote is available in both gloss and satin black. You can get DIY kits, or you can have a shop do it for you fairly reasonably (I've seen prices for less than $200 for a complete pistol -- all exposed metal parts -- including disassembly and reassembly).
Gunkote needs to be baked on for maximum durability. It's a fairly low-temp bake, but that's one reason you may want it professionally done. I know that anything that involves a sprayed finish usually becomes a disaster in my hands. :scared:

28indy, you can get parkerizing in various shades besides the gray. There is a black parkerizing available that is done with manganese phosphate. Here is one done by Dave Berryhill in that finish(and no it's not mine :( ):
