Are new Colts available with the fired casing as required in the state of Maryland?

The last two new Colts I purchased, both made in 2005, did not have the casing. But the two new Browning HPs I bought, one last year and one this year, both had the casing (one manufactured in 2002 and the other in 2004).

The Colt WWI repro I just picked up did not. Several gunstores I shop at have ranges or at least "firing tunnels" to test guns. It seems like one could generate said casing, put it in an envelope, signed and sealed with date.
