I have a Colt Government Model Pre-70 made in 1956. The metal is awesome on the gun, but the finish is worn. The finish is about 60%. I was thinking about having the pistol re-blued by Colt, if they would do it. What do you guys think, form a collectors point of view, as far as value is concerned. I thought that if Colt does it and says so on "letter head" it may not hurt the collectability of the pistol.

I am hardly an expert, but I think any refinish still classifies as "refinished." Having it refinished by Colt may not reduce it's value as much as having it done by an unknown local gunsmith, but it can never be "original."
IMHO this should be a personal decision rather than a monetary decision. If you will feel better about seeing it nicely refinished -- have it done. If you are concerned about retaining originality and collector value -- don't.

Unless you are then going to keep the gun in the safe, unfired, what's the point? The only thing worth less than an orignal gun with 60% finish is a refinished gun with 60% finish. Unless the person doing the work is a master, your awesome metal will be poorly (over)buffed and you won't be happy.
