Ok,
I have not even been to an IDPA event, and I suppose that is why I am asking this perhaps silly question.
If someone can please let me know if I have this correct.
You are timed on each string of fire? I am supposing a stop-watch will be started/stopped as each string of fire begins/ends.
You are penalized as per the rule book - which is quite self-explanitory.
You add all the Strings together along with the penalties and get your overall score (time)?
am I close, on, or way off base?

Yes, there is a "timer" which begins at the sound of the buzzer and stops on your last shot fired, (which is done automatically by the timer not by the person to prevent user error)
If your shots are in the center ring or head then the time for your string stands, granted you have no procedural penalty's. For every point that you drop, .5 seconds is added to your original time. At least i'm pretty sure that I got that right.
You can always go to www.idpa.com and download the rule book which explains things in better detail.

I have the rulebook and it doesn't seem to be very detailed on the specifics of the timing - i will have to look it over again.

That's my understanding.
Iirc, there are 3 "zones" for lack of a better term in the COM target area. Obviously a center mass hit (the circle) is no points down ... then there are two outer zones and I think the points down values are higher the farther you are away from center mass. An outright miss gets you an even higher point down penalty. On head or center mass, if you "cut" the line it's scored as a hit.
I've only shot IDPA twice, but I think my explanation is close.

You guys are right. The target has 4 scoring zones
the middle (0 Points)
the middle ring (1 point down)
the outer ring (3 points down)
the head is (0 points).
The Range Officer starts you off with the "Shot Timer" and when it beeps you begin to engage the targets. The object is to have a low time and shoot two shots per target with the least amount of points.
At the end of the match you count all of your points and multiply by .5.
Add that amount to your total time and that gives you your overall score.
Whoever has the lowest score wins.
